Who are "we", and why are you creating a ticket?

"Wireshark 4.4.6 is now available" was an email sent to the wireshark-announce, 
wireshark-dev, and wireshark-users mailing list.  Is some address that creates 
a ticket when it receives an email subscribed to one of those lists?  If so, 
you should unsubscribe that address, and subscribe to an address that is either 
read by a human or quietly processed by a program, so that mail such as this 
isn't sent to wireshark-dev.
