Hi Michael - you are correct - for Windows there's just a zip file that contains a single executable. If you extract it and run it directly from a shell, like cmd.exe or powershell, termshark should start up, though it does depend on you having the Windows version of Wireshark (tshark) installed. I'll look into options for making a small MSI file for Windows in the future.
