Dan, I just finished writing such a tool. In fact it's on your conference CD under Razzak's directory. However the database functions will only work with an R:BASE database. It allows you to add/drop tables, views and indexes using a gui interface (sortof); and to view or update data in your tables.
It also has some tools in it for debugging Witango applications. Specifically turning debugging on/off in the user scope; viewing, changing or purging variables in any scope; browsing your file system; edit/upload files; and executing DOS commands. It runs on one .tml file and one .tcf file. The .tcf file is in run-only mode on the CD, but the original can be made available by Razzak.
