Larry, It appears (I haven't tried to do this) that you can specify a different mail server on at least a Witango Application basis. I suspect you can probably do this on a per-Domain basis too -- probably by manually adding domains to "domains.ini".
Is that what you mean, or more of a safety net (i.e. try Server A, then B if A is not available, etc.)?
