The issues isn't simply about design or "bad coding". What about the behaviours of Forms, Javascript, CSS, Iframe, XML? We develop web applications, not just sites. Complex user interfaces and extensive use of javascript are part of the package. Netscape has issues with these.

Precisely the point.
Netscape is less forgiving, so design to it. More forgiving browsers will also
work.
