if this is in a form which i am sure it is...then you can use java script to
check user input before the form is posted.

or even better you can user a drop down list of all the moths of the year
for the user to choose from.

or allow user to only enter month in number (ie: 02 for Feb).

but i think the best way is the drop down list...but don't only depend on
client side java script, check it agian on serverside too.
