There are two types of Web Modal dialogs. -- Modal, which always stays on top and you cannot interact with the parent or window.opener until it is closed. -- Modeless, which always stays on top - but does allow you to interact with the parent. And yes, as far as I know, these methods are only available on MSIE 5.0 or higher.
