I think swish-e  is superb!  www.swish-e.org.  It includes a spider which 
builds the index (using either file systme or http methods) as well as a 
query tool.  One of the slickest things is that you can define custom 
metatags (in the HTML file) to be indexed.  It allows very flexible 
context sensitive searching, but keeps the management overhead very light.

It's open source -- Windows .exe available. I've compiled it for OS X and 
linux.
