Folks, T4 ALWAYS used 100% CPU when it could. This has been an issue
for ever and a day, since the days of EDI.
T4 basically hogs everything it can, but if another process needs it
then it will let go of what ever the other process needs and take it
back when the other process is done.
I would stop watching the CPU and start watching your performance in
the application itself while you click through your browser. If you
see an issue with that, investigate the specific page you're on.
Otherwise watching CPUs is like watching trees grow.
