Binary files will break metatags sometimes.
Try <@ifempty <@left str="<@arg Cat_Banner_Image>" numchars=5>>
This will test if the first 5 characters are not empty. Since the file
starts with GIF87a the offending characters should be omitted.

I had this working and made some modifications to improve code and now it's
broke.

I collect a file to download to my web server with the following:

                <INPUT TYPE=FILE SIZE=34 NAME="Cat_Banner_Image"
ACCEPT="IMAGE/*">

I check to see if the user selected a file to download with an "if" action
as follows:
<@ARG Cat_Banner_Image> Is not empty

I get the following error when I have selected a file to download:

Error during expression evaluation.
Closing bracket missing in statement [(LEN(GIF87a'+]

Looks like it is only evaluating the first part of the file contents. I
can't figure out what I am doing wrong.
