FileMaker is and has been available for OS X for some time now. In fact,
FileMaker just announced that any "new" releases will not work under the
Classic OS (8-9.x). WebStar 4 is definitely a no-no under OS X. WebStar
V, which does work under OS X does not work with Tango ACGI or Plugin.
You need to wait (and wait) for the next release of WiTango.
