In looking in both the t4server.ini and the new witango.ini
ALTUSERKEY=<@CGIPARAM CLIENT_IP>
USERKEY=<@USERREFERENCE>
These are the defaults set on install.
If this is the case in your INI then
24 Chars is fine

According to documentation the USERKEY is supposed to be
USERKEY=<@APPKEY><@USERREFERENCE><@CGIPARAM CLIENT_IP>
In this case you might need more that 40 Chars

Check your .INI file

Lengths
<@APPKEY> = 36 chars (+/-)
<@USERREFERENCE> = 24 chars
<@CGIPARAM CLIENT_IP> = 16 chars (+/-)

Stick with 40, if you ever move the witango service away from the
client, the IP address gets prepended to the UR and it becomes 36 chars.
