Ok, perhaps my question wasn't specific enough...

Since there isn't enough content to fill the sidebar for the full length of
the page, what do you want it to do.  The sidebar doesn't have any
background color to it, so do you just want to extend the blue border all
the way to the bottom?

If so, reorganize your table structure so that the border in the sidebar
area "stretches" if the main content area has more content in it.
