In the docs it states this "The following examples demonstrate how to remove all variables from a given scope" All the User scoped variables are deleted If you want just for a specific TAF you will need to setup a custom scope and purge just that scope

If you had user A and user B and user A executed the taf which included the command <@PURGE SCOPE='USER'> then all of the variables assigned to user A would be purged. The variables assigned to user B would be left untouched.
