The Tango cgi/plug-in runs in the same account permissions as IUSER_MACHINENAME (or IWAM_MACHINENAME, I cannot remember which right now) WHEN the user is "anonymous."
When you removed anonymous, you changed how the cgi/plug-in ran. The cgi/plug-in runs in the permission of the user who logs in to the web site. The users who are logging in don't have read permission on the t4client.ini file. The easiest solution is to grant EVERYONE read permission to the t4client.ini file. And, not unlikely, you'll need to add listing permissions to the parent directories too.
