I have found number one to be consistent in the action view on Windows 2000 with studio 4.5 and 5 I have reported it several times. I have not started to use browser view so can't speak to that but it is not Win2K vs. XP issue.
Dan As to number 2 I don't use the build actions much but have noticed as I go back over converted code joins don't always work but if I drag in a new search and set it up the same was as the old one all works fine. Spent several hours before I realized this was some sort of issue with the conversion or new server or both.
