Steve, I think there might be some other problem at work here.  This
should work fine with encoding=url - with commas or any character.  Put
<@VAR user$CatHistory ENCODING=NONE> somewhere and see what it contains
using view source.

Also, see what (Wi)tango says it is receiving as arguments in the debug
info.
