It don't appear to be T4server.exe at all. I found the answer in MS Knowledge Base

RAID 5
2 PIII 1gig processors
1gig of RAM
At times both machines will get this same error. I'm guessing that it could be one
of my TAF files causing the problem but not sure as to what I would look for in the
taf that would cause this.
Just received R:Tango 5 and was planning on loading it over the weekend.
