I need to figure out how to embed this code

in a text file I tokenize using the "=" character as the column delimiter.
Is there a way?
My file looked like this
list_masthead_h=172
list_masthead_w=399
list_masthead_alt_text=turn on images
and I need to have something like this if possible
list_masthead_h=172
list_masthead_w=399
list_masthead_alt_text=turn on images
list_message= <BR><center><A HREF="annex/mm.shop.html">Click Here To Take A
Photo Tour Of The Store</A></center>
Can I use a <@CHAR> tag in the HREF tag and get this done somehow.
Thanks for any tips/info as I think I'm stuck/hosed.
