For germany it’s about1500 Euros - is that inexpensive enough ?

Hello,
I've been working on a persnoal ad application which requires the user to input their postal/zip code. I need a list of all zipcodes within a certain radius for a DB query.
I'm looking for an inexpensive source of data that translates zip/postal codes to lat-long so I can calculate the rest.
