most baffling, as witango was working perfectly until I removed 
permission for apache to access a sub-directory.  This sub-directory held 
taf files that were targets of branches from a main admin.taf.  I felt 
that as long as witango (user) could access these, things would work.

But, somehow, the witango client has gotten hosed.  Completely unrelated 
sites with tafs now also report this error.
