The default behaviour of Witango in certian situations is to automatically do that type of encoding. when tags are outputted in "Results HTML", "No Results HTML" and some other places. In my case I'm outputting a variable not in one of those situations, but I need it to be encoded in the HTML manner. but since the behaviour is the default "when no encoding is specified" (from the manual) in only certain situations, I can't force it to occur when I need it to.
My current work around is to use the MULTILINE encoding, because this forces the replacement of special html characters, but it has the added side effect of putting <br>'s in there where I don't want them.

If you have this situation, wrap <@literal> around these values in your include file and you should get the desired result...

the conversion to not occur. Now, since the encoding type that turns
