I've always been perplexed by the behavior of <@NUMROWS> in an IF action. 
 Maybe someone can shed some light on this.

1.  I execute a search action.
2.  IF ('<NUMROWS ARRAY="resources">'!='0')
3.  ELSE

I write out <NUMROWS ARRAY="resources"> in my HTML, but whenever the 
result is 0, it ALWAYS takes the IF and NEVER the ELSE.  I've tried 
writing the expression a number of ways, but w/o success.

Is there something I'm missing?  (I'm on a deadline, so the obvious is 
easy to overlook).
