It's strange that the permissions change would affect the app server like this. Have you tried changing the permissions back to see if that fixes the problem?
If that doesn't fix the problem, what are the ownership/permissions on the clients.ini file? Can you post the contents of clients.ini here se we can inspect it?

--My witango5.062 server (Redhat 9) just stopped working. All attempts to access app files via a browser give:
Client/Plug-in Error
Unable to initialize the client's environment. Check the client configuration file format and permissions.
Immediately before the problem appeared, I modifed permissions on a directory containing some tafs (making them more restrictive), completely outside the path of witango. I did not touch any witango configuration files.
Now, none of my appfiles work, even after restoring permissions. Even appfiles in un-touched virtual hosts, including config.taf, report the same error. Nonetheless apache works just fine.
I've tried restarting apache2 and witangod, and re-booting the machine, to no avail. My attempts to access any of my appfiles do NOT appear in the witango.log, but my once per minute cron file, is apparently running successfully, because it appears in witango.log
The witangoevents.log seems to be fine.
I need some help with this one
