Steve, As I look at the message you received from the server again, it just says that delivery failed, no particular reason. It looks like the DNS resolved, and you aren't getting a message that says user not found.
You're using IIS's SMTP, right? Can you send e-mail from the Server to those e-mail addresses that it's rejecting?
