It communicates via TCP to localhost (or in a multiserver environment to 
whatever application server is specified.  It's just like using ODBC to 
communicate with a database over a TCP port.  Only if the packet had to 
traverse the internet, would IP be needed, and hence a hole in the 
firewall.
