I personally think that 120 is to long.

Every time there is a request under that user reference the counter is set to 0

If you tested this at 1 second prior to the timeout of 2 hours you are waiting another 
2 hours. 4 hours total.

There's no proxy involved.  I'm not sure about the user's browser settings.  Odd thing 
is that they emailed me the link and I then pasted it into my browser and then I was 
logged in as that user - so I couldn't have cached it since I'd never logged in as 
that person before.  Plus the witango.ini cache settings are:

CACHE=false
CACHEINCLUDEFILES=false
