Although I can't get 'em to buy the full version of WS-FTP, I've used the Lite version (which doesn't have command-line capability). I'd recommend the full version based on my experience with the little'un - it's a good program for not much $$.
I use batch files to run the MS ftp utility (comes with Windows). Command-line info is in the Help files.
