I would say that the biggest pluses to this are

1. Security
        A. DOM Objects are usually just text files, so they can be found
on the network and read/modified with out any security
        B. Since they are in the database you can make them available to
the internet without exposing them to BOTs that catalog all files they
can under you Web Site folder and make the accessible without your
realizing

2. Management
        A. Central Management of Storage, reduced possibility of files
spread throughout network
        B. Control who can see and change 
        C. Version control

Draw Back
1. Need a DBMS that can handle large database sizes
2. Central point of failure
