Both people receive an email with a URL that contains _userreference= in it, etc.
or that the first person sent a link to the second, etc.

My question exactly. I did a reverse IP lookup, and the first ip number
is from comcast, and the second from qwest, so that kind of in-session
IP address change is unlikely. So it looks like a tailgate, but most
likely unintentional.

Isn't this an example of things working right? session cookie connects that user's browser window with this set of user variables and it survives a change in IP address. Sounds good to me.
