I did this, and it almost works. However, the file that is saved appears to 
have been encoded as html, in spite of the encoding=none tag. I added 
Content-Transfer-Encoding: binary<@CRLF> to the header value, that 
didn't help. 

The before-file is a small, simple Excel spreadsheet. I read it into a 
variable with a file action, then pretty much copy what Dave suggested.

I say that it is looks like it is encoded as html, because, for example, cell A1 
has contents that look like this:

&#208;&#207;&#224;&#161;&#177;
