Try:
<@CALLMETHOD OBJECT=request$getimage METHOD="get_Image('<@ARG photo_id>',<@VARPARAM
NAME=image_loc SCOPE=request>)">
In most cases, input parameters that are set as TEXT type require quotes around the
variable.
To assign an output parameter value, use <@VARPARAM>.
