I can not reproduce this problem on any of my machines with my sites. I have tried it with the security patch applied and I do not have the KB831167 applied.
However there is a KB833407. Unless Ronald's number is wrong then my sites seem to be fine and I wonder if it might be something else. It seems like a strange bug to crop up from a security patch.
