Steve, As part of the persistent restart program I created, I use a free product called PSKILL which I call in the event that the NET STOP command does not complete successfully. PSKILL is the equivalent of ending the task through the Task Manager. You can find it at: http://www.sysinternals.com/ntw2k/freeware/psservice.shtml
They have very good command oriented tools for the developer.
