As part of the persistent restart program I created, I use a free product called 
PSKILL which I call in the event that the NET STOP command does not complete 
successfully. PSKILL is the equivalent of ending the task through the Task Manager. 
You can find it at: http://www.sysinternals.com/ntw2k/freeware/psservice.shtml

They have very good command oriented tools for the developer.

About a week ago, I added a site that has quite a bit of traffic. Now the
service doesn't stop and restart. Also when I manually stop the service, it
doesn't stop and I have to use the Task manager to stop it.

Is there a way I can "force" the stop in my batch file?
