You could try loading the module before the mod rewrite module. Just move the config in the httpd.conf file.

You will need to make sure that you are using a really old version (say
about a 1.3.6) for the Tango 2000 plug-in to work. The apache api
changed several times since the tango 2000 apache client was built. It
will not work with Apache 2.
