Hi Chuck,
 
Of course Robert's suggestions are the way to go. But, if you need to have control over the documents through the browser & a WiTango application, then a java applet file manager may be the way to go.
 
Upon login to the application (which has to have the same username & password as the account set up on the server) the user can go to a download section, and then hit the java applet and download the files he/she has access to.

How is the best way to secure files on a public server and only provide access to them if the user has logged in?  .doc, .pdf, etc.  I know I can stick them in a database but what are the other options?
