something else you might consider, I'm not sure how you're doing the download to excell, but if you're setting the content type in the header and just outputting a table, perhaps you could try prepending the string with a "tick mark" or apostrophe. since excell treats cells as text when they're typed in that way.
That idea hasn't been tested, but If you do I'd be interested to know what excell does with it.
