Witango-Talk: Cron File

When I make a change to my cronfile I need to re-boot the server for it to start working. I tried stopping and re-starting the service. No luck. Any ideas besides the reboot?   Also:   00 23 * * * http://my.domain.com/ clear.taf   Will execute every day at 11:00 PM.
