Simplest is to use <@webroot> which deposits you at the root of your virtual host
Next simplest is to create a global variable to land you in just the place you need to be. For various reasons that escape me now, I've done both
The <@webroot> should put you at /applications/webstar/webserver/~thishost/

are you trying to get a directory not in your virtual host?
No, just a path that the File action won't reject.
