That's exactly what this is, the (max) number of requests in the queue
that are awaiting processing because there are no available threads. You
are correct to assume - if you have - that the server should be tuned so
that this value is always zero. This will cause the maxquerythreadcount
to increase, which will tell you when you need to upgrade your hardware.
