I am working on a site for a private school where the teachers and administration are going to be maintaining the content.
Macromedia offers a site license for k-6 for educational institutions for about $1,400 per building that includes a 500 copies of Contribute and 10 copies of Studio MX.
Use Macromedia's Web Publishing System to control versioning and approval. Contribute provides a nice Word-like interface for the users and Dreamweaver allows you to define editable regions that allow users to make changes to specified areas but protects the master layout.
I use Witango for the business logic and php for the presentation. Let me know off the list if you want to know more about integrating the two.
