Richard,

Sounds like a perfect use for a custom tag.

Write a TCF that takes 3 parameters, a date, a language, and a format string, 
and
depending on the language parameter, and returns the string with formatting and
translation. Then use the witango "custom tag generator" to build the xml 
definition
that you will put in your customtags directory.
