Witango-Talk: meta refresh [OT maybe]

Is there a surefire way to redirect to an alternate page, given all the platforms and browsers that exist?  Does the meta below do the trick, 100% of the time?  Are there browser setting that prohibit/warn about such things, if they’re within the same domain?
