We took our hexed 10.2.8 server down yesterday and upgraded to 10.3.8 and
latest myodbc drivers. Said a few extra prayers just in case and wore lucky
beenie. 

Started up and ran fine. Then watched to see if it properly disconnected to
datasources. Unlike previous behavior, it disconnects on time and has no
overaged connections and hung threads.

Stressed it by launching a taf on another server that hits this one with 10
<@URL>s at once, which opens 10 data connections. They all closed on time
without any CPU usage spikes, hung threads, or any of the mess we were
seeing previously. (Actually, most of the time, the 10 <@URL> didn't open 10
connections as they were served so fast they were all handled by one or two
connections.) 

I've pounded a few times like this and can't provoke it's old behaviors.

One day in, and it's looking cured.
