CGI processing, like the kind utilized by some versions of PHP, can involve

Whereas a sophisticated programming platform like Witango will manage
sharing existing threads for page requests and other related processes.

I wouldn't get hung up on what you see as a "running" process, I'd be more
concerned about thread management.

I can't speak for Lasso (I thought it was dead a long time ago), but Witango
has provisions for managing how many threads to allow and depending on the
version you have, you can have more than one instance of the Witango Server
running on the same machine which will actually boost performance.

Upon install, Witango takes very little memory as a Service and will be
hardly noticeable. It's not a hog in my experience, but again, how well
written the code is, is a factor at runtime.
