Witango-Talk: Install app server 5.5

I am trying to get Witango Application Server 5.5 installed on OSX 
10.3.9 and Webstar and am getting the License not installed screen 
when I try to look at pages.

I have the  license string installed in the Witango.ini file
LICENSE=pTa0zKBqoVc-9 and on and on for the line-
and the very large group string in the License.ini file and it still 
says license not installed?

Has someone else seen this?
What am I missing?
