Witango-Talk: is this the .net equiv of <@URL>?

I start to see bursts of hits from a client with the signature of: Mozilla/4.0 (compatible; Win32; WinHttp.WinHttpRequest.5) ; 

I haven't noticed this before and google the client and it appears to be a method for retrieving a web page for processing. Is this the .NET equivalent of <@URL>?
