Things to try: Your entry looks good. Have you restarted the service?
In Witangoevents.log it'll read "parsed 1 cron tab entry" when the server boots. In the request log (if you have loggingleve > 0) it'll say "[CRON] sending http://www.beepbeep.com/test.taf" Check for both of those If you see them then it seems that either your server (check IE) or the user that Witango runs under can't get to that site directly.
