Thanks for confirming rsync.  

I got the symlink working right away.  I'm going to like this, because it 
allows me to upgrade TCFs in 
a new directory, but keep using an older version for some sites until I'm ready 
to update.

I also like the disallow approach on the config directory, since then I can 
keep config files with the 
rest of the site to simplify my rsync script.
