Jason: It's not simple to explain. Here a tree major things. Example for Germany:
1) German to German sales = 19% Tax 2) German to Austria customer, own with a VAT ID = 0% Tax (company's own a VAT ID) 3) German to Austria customer, own no VAT ID = 19% Tax (private persons, don't own a VAT ID) 4) German to a NON-EU country = 0% Tax (note: not all EU Countries, are in the EU. Sample Turkey) Now - we have different Tax% in Europe.
